AHRMP Requirements and WorkSafe Billing: A Guide for Case Managers

A practical reference for case managers, WorkSafe agents and treating GPs on what to expect when referring a client to exercise physiology — covering AHRMP timing, fee schedule billing and reporting.

What is an AHRMP, and when is it due?

An Active Hazard and Risk Management Plan (AHRMP) is required documentation for clients receiving treatment under a WorkSafe Victoria claim. It sets out the risks associated with the client's treatment and how they're being managed, and it needs to be in place early in the treatment course — by the 5th consultation.

For case managers, this timing matters: it's a natural checkpoint to confirm the treatment plan is on track and that documentation is keeping pace with the claim. At Exercare, AHRMP preparation and submission by the 5th consultation is standard practice, not something that needs to be chased.

How WorkSafe billing actually works

WorkSafe exercise physiology is billed against a fixed fee schedule set by WorkSafe Victoria, invoiced directly to the agent — not the worker. There's no gap payment for the client, which removes cost as a barrier to attending sessions consistently.

  • Sessions are billed at the WorkSafe fee schedule rate, not a private or Medicare rate
  • Invoices go directly to the agent, referencing the claim number
  • GST applies to WorkSafe billing, as it's treated as a taxable supply (unlike Medicare bulk-billed services)
  • No separate paperwork is required from the worker to enable billing once the claim and referral are confirmed

For agents and case managers: if you're comparing quotes or reviewing invoices, our billing follows the standard WorkSafe fee schedule exactly — there's nothing non-standard to reconcile.

What to expect once a client is referred

Because Exercare is a mobile service, sessions happen at the client's home, workplace or a local gym rather than requiring them to travel to a clinic. In practice, this tends to reduce missed appointments — which matters for keeping a return-to-work timeline moving.

  • Functional capacity assessment early in the treatment course, benchmarked against job demands
  • Regular progress reporting back to the case manager and treating GP
  • AHRMP documentation completed by the 5th consultation
  • Direct availability for return-to-work planning discussions when needed
